The US services benefit from five years of free care from the Department of Veterans Affairs, (service-related injuries are covered for life) while in the UK returning soldiers are of course covered free for life.<br />

<blockquote>When British researchers first reported low rates of post-traumatic stress, in 2006, the Americans were suffering far more casualties in Iraq. But the new study found no increase in mental health problems in British troops from 2003 to 2009, despite an escalating role in active combat in Afghanistan and rising rates of multiple deployments. The findings, being reported in the current issue of The Lancet, are likely to stir debate about why the numbers are so different. In both countries, mental problems still carry a strong stigma among many military people, and both governments have taken extensive measures to prevent and treat combat stress.

<p>"This is truly a landmark study, in its size and rigor, and the findings are surprisingly positive," said Richard J. McNally, a psychologist at Harvard. "The big mystery is why we find these cross-national differences."</p>

<p>In the study, led by Dr. Simon Wessely, of King's College London, researchers analyzed answers from mental health questionnaires given to Royal Army, Navy and Air Force members from 2007 to 2009. The surveys included questions about general mental health, including standard items on depression and anxiety, as well as questions about alcohol use and post-traumatic stress. Many participants had also been involved in the 2006 survey.</p>

<p>It found that about one in five struggled with some mental health problem, most often depression or anxiety, and 13 percent drank heavily, but relatively few qualified for a diagnosis of probable post-traumatic stress. The study found that reservists were more likely than regular troops to report its symptoms, including disabling flashbacks and hyperarousal.</p>

<p>That may partly explain the discrepancy between the two countries; reservists make up about 30 percent of American forces but only 10 percent of British forces, Dr. Wessely said.</p>

<p>Researchers in the United States also point out that most of their estimates of post-traumatic stress come from combat battalions that spent tours "outside the wire" -- in very hot zones of the conflict. "You're going to get different estimates, depending on the troops you're looking at and their experience," said Col. Charles W. Hoge, a psychiatrist and senior scientist at the Walter Reed Army Institute of Research.</p>

<p>Dr. Wessely and Colonel Hoge also pointed to the vast difference in deployment schedules between the two countries. British troops deploy for six-month tours, and no more than 12 months in every 36. American forces do tours lasting 12 to 15 months, with a year off in between. A recent Army mental health report concluded that most service members need closer to two years between tours before their battle-related symptoms resolve themselves.<br />

Within two days, USD$2 million was raised for Haitian relief efforts.&nbsp; Will mobile phones serve as a new paradigm for providing aid in developing countries?</p><p style="line-height: 18px; ">The use of mobile phones in Haitian relief is part of the broader "<a href="http://bits.blogs.nytimes.com/2010/04/29/no-cash-no-problem-mobile-phones-instead-of-cash/?ref=technology" style="color: rgb(3, 87, 129); text-decoration: none; font-weight: bold; ">mobile money" (m-money) movement in the US and Europe</a>, allowing people to pay by bumping two phones together, sending money by text messaging (SMS) or by swiping a credit card on a mobile device.&nbsp; The trend is not confined to rich countries: m-money systems began appearing in developing countries five years ago, and are now used in countries as diverse as Afghanistan, Kenya, Ghana, the Philippines and Brazil.&nbsp; Such systems facilitate a variety of financial transactions: transmitting airtime, paying bills and transferring money, including the most popular service, person-to-person (PTP) money transfers.<span id="more-4049"></span></p><p style="line-height: 18px; For a fee, the customer can then transfer this money to another registered customer's account via SMS. Once the recipient receives the SMS confirmation, the hard currency can then be withdrawn from the nearest agent, completing the transfer.&nbsp; This enables those without access to banks, postal services or Western Union to access limited financial services. (Although as I argue in a recent article with Isaac Mbiti in the&nbsp;<em><a href="http://bostonreview.net/BR35.2/aker_mbiti.php" style="text-decoration: none; color: rgb(3, 87, 129); font-weight: bold; ">Boston Review</a></em>, this doesn't necessarily translate into "banking the unbanked", as some claim).</p><p style="margin-top: 0px; margin-right: 0px; margin-bottom: 0.75em; margin-left: 0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-size: 1em; font-weight: normal; line-height: 18px; ">New efforts are underway to use these systems for disbursing unconditional and conditional cash transfers in developing countries.&nbsp; Rather than transport large sums of cash to villages, schools and health clinics to distribute to individual beneficiaries, the NGO, donor or government would transfer the sum via mobile phones.&nbsp; The process has been used in Kenya after the post-election violence, is being implemented by Concern Worldwide in response to the food crisis in Niger (where I am working on an impact evaluation of the project), and has been proposed by some NGOs as part of&nbsp;<a href="http://blogs.waggeneredstrom.com/innovation-conversations/2010/03/innovation-and-haiti/" target="_blank" style="text-decoration: none; color: rgb(3, 87, 129); font-weight: bold; ">reconstruction efforts in Haiti</a>.</p><p style="margin-top: 0px; margin-right: 0px; margin-bottom: 0.75em; margin-left: 0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-size: 1em; font-weight: normal; line-height: 18px; ">Using mobile phones for cash transfers can offer substantial benefits, including avoiding the risk associated with transporting large sums of cash (especially important in remote or dangerous areas) and the flexibility to space transfers over time, thereby perhaps reducing inflationary pressure on local markets resulting from a sudden surge in demand (a particular concern in thin markets).&nbsp; Recipients can keep their transfers secret, allowing greater control over how the money is spent.&nbsp; And, as has been observed in Kenya, phones have been used as a rudimentary savings device (although whether this is safer than cash is debatable).</p><p style="margin-top: 0px; margin-right: 0px; margin-bottom: 0.75em; margin-left: 0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-size: 1em; font-weight: normal; line-height: 18px; ">But m-money cash transfers are not without risks. In Niger, Concern is targeting some of the poorest households in the Tahoua region.&nbsp; These households lack mobile phones, so Concern needs to provide them. This is an additional expense and logistical effort for Concern (but with potential additional benefits for the beneficiary).</li><li style="margin-top: 0px; margin-right: 15px; margin-bottom: 5px; margin-left: 25px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-size: 1em; font-weight: normal; line-height: 18px; "><strong>Agents are the key</strong>.&nbsp; Once a beneficiary receives the e-money, she can only receive "hard" cash via an agent.&nbsp; This means that agents need to operate in the targeted areas, be sufficiently close to the distribution centers and have sufficient cash reserves to pay out the beneficiaries.&nbsp; If these conditions don't exist, beneficiaries won't get their money.&nbsp; Since recruiting and training agents is usually done by the m-money service provider (usually a mobile phone company, a bank or some combination of these), the NGO or implementing agency must work with the m-money provider &nbsp;to ensure that the above conditions are met before the program launches. For programs to be sustainable, agents need sufficient incentives - adequate commissions - to keep providing cash.</li><li style="margin-top: 0px; margin-right: 15px; margin-bottom: 5px; margin-left: 25px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-size: 1em; font-weight: normal; line-height: 18px; "><strong>Risk still exist</strong><strong>s</strong><strong>&nbsp;- it's just transferred</strong><strong>&nbsp;to the beneficiary</strong>.&nbsp; With cash distribution programs, the risk in transporting the cash to the end point is usually borne by the implementing agency.&nbsp; With m-money transfers, this risk can now be transferred to the cash recipient. How?&nbsp; Imagine that you are a cash beneficiary living in Niger, and you receive notification on your mobile phone that you received 10.000 CFA (about USD $20) on your mobile phone. In order to get the cash, you need to find an agent.&nbsp; If an agent isn't located in your village, then you need to travel to the closest market to find an agent and get your cash.&nbsp; Depending upon how far the market is, your mobility and your social status (man or woman), this might or might not be feasible.&nbsp; The risk that was previously borne by the agency is now transferred to you.&nbsp; It's only fair that the implementing agency should identify and take actions to reduce such risk in advance.</li><li style="margin-top: 0px; margin-right: 15px; margin-bottom: 5px; margin-left: 25px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-size: 1em; font-weight: normal; line-height: 18px; "><strong>And risk might be higher for beneficiaries unable to read and write.&nbsp;</strong>Most m-money systems require a series of codes, PIN numbers and SMS.&nbsp; If these are not adapted for illiterate populations, then this means that the beneficiary is dependent upon a third party - a family member, a neighbor, the agent - to understand whether money was sent, how much and to whom.&nbsp; This risk can be reduced if the agency conducts a training on how to use the phone and the m-money system, as Concern is doing in Niger.&nbsp; Such training can encourage illiterate people to start using a new technology, and perhaps serve as a gateway to using mobile phones for other purposes - such as learning how to read and write (as is the case with Catholic Relief Services' mobile phone literacy project,&nbsp;<a href="http://sites.tufts.edu/jennyaker/field-projects-in-africa/" style="text-decoration: none; color: rgb(3, 87, 129); font-weight: bold; ">Project ABC</a>).&nbsp; But it does require a greater investment by the agency, and it can be a challenge for beneficiaries to reach proficiency in a short time.</li><li style="margin-top: 0px; margin-right: 15px; margin-bottom: 5px; margin-left: 25px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; border-left-width: 0px; border-style: initial; border-color: initial; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-size: 1em; font-weight: normal; line-height: 18px; "><strong>And fraud is still a problem.&nbsp;</strong>It isn't clear whether fraud is more or less likely with m-money.&nbsp; With cash distributions, agencies usually verify identification to ensure that the actual beneficiary is the person receiving the cash. The same is true with mobile phones - the person's identity can and should be verified before handing over the cash.&nbsp; The difference, though, is the person verifying the identity. Indeed, with profits rivaling those of narcotics, and relatively light penalties, the business is fast reinventing itself. Once dominated by Western multinational companies, cigarette smuggling has expanded with new players, new routes, and new techniques. Today, this underground industry ranges from Chinese counterfeiters that mimic Marlboro holograms to perfection, to Russian-owned factories that mass produce brands made exclusively to be smuggled into Western Europe. Under the auspices of the WHO's three-year-old Framework Convention on Tobacco Control -- a global treaty to curb tobacco use -- delegates worked to implement a protocol to stop cigarette smuggling. Once a minor problem, today underground factories in China, Paraguay, and Eastern Europe manufacture literally billions of fake cigarettes -- Marlboros, Camels, 555s, Mild Sevens -- an uncontrolled industry that law enforcement is only beginning to grapple with. Many of the smokes are made from the lowest quality tobacco, full of stem and sawdust, and spiked with unusually high levels of nicotine. Other packs contain far worse. Factories are set up in regions of the world with weak controls and high levels of corruption, such as the crime-ridden Russian exclave of Kaliningrad, Guangdong province in China, and South America's notorious Tri-border area between Argentina, Brazil, and Paraguay. Cigarettes, for example, may sit for weeks in free trade zones in Panama or Dubai until they are sold. Then they pass quickly through multiple buyers in a short period of time, complicating efforts to identify where "leakages" occur. On occasion, cigarettes are even illegally sold at sea, where vessels offload them to smaller boats that take them to shore. In the Balkans, they are sold by the trunk-load to smugglers who line their cars up at the borders of the European Union. Lenient sentences are the norm; in some countries, cigarette smuggling is not even considered a crime. Nor is it a priority for law enforcement agencies, even in the West, which spend the majority of their resources tackling drug, arms, and terrorism cases. Based on reporting from 15 countries, our new project looks at the influence of organized crime and terrorist groups, as well as the continued complicity of distributors, wholesalers, and tobacco companies themselves. China now produces an unprecedented 400 billion counterfeit cigarettes annually. Cheap Chinese fakes are now sold in major cities worldwide, from New York delis to London storefronts. Officials believe China is the source of 99 percent of U.S. counterfeit cigarettes and up to 80 percent of those in the European Union. <p>The U.N. Office of Internal Oversight reached the determination six months after revelations surfaced that Doss wrote an email to a senior colleague pressing the case for his daughter, Rebecca Doss. The U.N. was accused of practicing nepotism by  a disgruntled U.N. contract employee, who had hoped to get the job. He bit a U.N. security officer during a scuffle after learning he was being passed over for the job, because of Doss's intervention. The employee, Nicola Baroncini of Italy, was charged at the time with assault, but claimed he was beaten by U.N. security.</p>

Schlesinger, </b>an unabashedly pro-U.N. figure who has come to Ban's rescue in the past, has written a damning assessment (<a href="http://worldpolicy.org/pdf/WPJ2701_pp.87-95.pdf" target="_blank" style="color: rgb(124, 140, 197); ">pdf</a>) of the secretary-general's leadership.</p><p>In the liberal&nbsp;<i>World Policy Journal</i>, Schlesinger describes Ban as hard-working and well-meaning and a dogged battler for the world's most pressing problems, notably climate change. US&nbsp;officials and Democratic congressional staffers told the&nbsp;<i><a href="http://turtlebay.foreignpolicy.com/posts/2010/03/29/longtime_un_booster_rips_ban_ki_moon">Turtle Bay</a></i>&nbsp;blog that while they might prefer a more charismatic and activist U.N. secretary general, "they view Ban as one of the most pro-American U.N. leaders in history and that he is deferential to U.S. concerns."</p><p>But like a growing cacophony of international voices, he concludes that Ban has not accomplished tangible results. More worrying, he asserts that the U.N. is a weaker organization three years into Ban's five-year term.</p><p><br /></p><p></p>

According to some Obama Administration sources, the body has become a very different place under its new leader, Ban Ki-moon. The organization appears to have grown weaker. Like all former UN chief executives, Ban possesses only moral power, not economic, military, or political authority. Still, moral power alone, in the proper hands, can be remarkably persuasive. But Ban's tenure thus far, three years into a five-year term, has been viewed as both lackluster and ineffectual. <p>Julian Assage, the founder of Wikileaks tells about the website devoted to political reform. Publishing anonymous submissions and leaks of sensitive governmental, corporate, or religious documents, it preserves the anonymity and untraceability of its contributors. <br />
Within one year of its December 2006 launch, its database had grown to more than 1.2 million documents. Wikileaks aims to be an uncensorable version of Wikipedia for untraceable mass document leaking and analysis. Their goal is to ensure that whistle-blowers and journalists are not thrown into jail for emailing sensitive or classified documents.</p>

 The world's ancients have said, each in their own way that the word 
made man. The Binnizá insist the same: that the word engenders words, as
 a word once spoken unleashes a cascade of dialogue and communications, 
which invariably drive the development of the human conscience. 
Unfortunately the world tends to forget this truth, and politicians at 
the service of capital and the owners of money use their power and means
 to control the world, standardizing thought at their convenience. So, 
"Words, words, nothing but words," is the just, ethical call to change, 
and to the development of human societies according to freedom of 
expression and literature. <br />
<br />
<i>Where is your favourite place to write? </i><br />
To be a writer in a minority language is infinitely difficult because of
 the lack of support. In these conditions, in addition to working to 
earn daily sustenance, the writer of a minority language has to devise 
ways to write, and can only do so as their free time allows. I take 
advantage of whatever space my work [as a secondary school teacher] 
allows, and on my days off, I get to write lying in my hammock, which 
hangs on the patio of my house. <br />
<br />
<i>What does freedom of expression mean to you - either personally, in 
your writing or for the society or country that you come from? </i><br />
Freedom of expression is a fundamental right that must be protected and 
encouraged because it is the essence of democracy.<br />
<br />
In my country, Mexican society doesn't enjoy the full exercise of human 
rights, like freedom of expression and access to information. In 2009 
the violence against communicators and defenders of human rights can be 
measured by the corpses of the 13 journalists that were murdered. So far
 this year, four more have been killed. This situation means that Mexico
 is among the five most dangerous countries in the world to exercise 
writing, and says a lot about the condition of democracy in my country. <br />
<br />
The writer committed to human rights and democracy must fully exercise 
their freedom of expression in spite of the difficulties, as that's the 
only way to construct phases of life more amenable to the development 
and comfort of the community. <br />
<br />
<i>What have you read that made you want to be a writer/ most influenced
 your writing? </i><br />
I was made a writer by my nostalgia and by a small magazine: at eleven 
years old I left my family and my hometown for the possibility of 
becoming a professional. In my solitude I talked with myself in my 
language [Isthmus Zapotec], as there was no one in the city who I could 
talk with in my language, writing my feelings and my amazement at life 
in the metropolis. I don't know how or when I first acquired a copy of 
the literary magazine <i>Guchachi' Reza</i> (<i>Cracked Iguana</i>), 
which the intellectuals of my culture published in those times. There I 
read writing in my own language. The editors called it a poem, and I 
said to myself, 'If this is a poem, then what I've written are poems'. 
When I had the opportunity to visit my home town, Juchitán de Zaragoza, 
in Oaxaca, México, the first thing I did was approach the Casa de la 
Cultura to present my writings to the director at that time, Mr. Macario
 Matus. My intention was to weigh the value of my work and to explore 
the possibility of publishing them in that magazine. But that great man 
told me, just three days after we first met, "I want you to give me 
permission to publish your book." That's how my first book was born, <i>Diidxa'
 xieeñee</i> (<i>Barefoot Words</i>).<br />
<br />
Of course my earlier reading also influenced my coming to write myself, 
and I mostly read short stories. <i>Classic Readings</i>, edited by José
 Vasconcelos, other anthologies of poetry. The novels of Jules Verne, 
Robert Louis Stevenson and Rudyard Kipling stand out.<br />
<br />
<i>What was the last book that you read? </i><br />
<i>Cuentos Naturales</i> [<i>Natural Tales</i>] by Carlos Fuentes. We 
Mexicans have many difficulties with reading the most current books: the
 high cost of books and our low wages impede that joy. Reading 
contemporary authors is a luxury very few can afford in Mexico. <br />
<br />
<i>What is your favourite place in London? Or, if you have never visited
 London before, where are you looking forward to going/seeing? </i><br />

cathedral or castle, and the hearts of the men that happen to inhabit
