Nepal threatens to erupt

In five short years, Nepal has dumped a corrupt feudal monarchy, transformed itself from a Hindu kingdom into a secular state, created a new Assembly and flaunted itself a brand new democratic republic. At least it thought it had. By May 28, some four months away, the entire country must be reorganized along these lines. A new constitution granting fundamental rights for Nepalese citizens must be granted, the national government recontructed, the positions of president and prime minister (the king has been toppled) must codified. Fianly a decision must be made whether the country should have a directly elected, powerful executive (which the former Maoist rebels want) or a parliamentary system that suits the powers that be. Meanwhile two armies are jostling for position; the Nepalese Army and the People's Liberation Army controlled by the Maoists. For a decade, the two sides fought a savage guerrilla war and the United Nations secretary general, Ban Ki-moon, recently warned that the peace process could soon collapse. read on
